Shakopee says no to growing and making cannabis in its highway business zones
The Shakopee City Council denied a request to allow indoor cannabis cultivation and manufacturing in the Highway Business (B-1) zoning district on the consent agenda, 4-0, on Tuesday, Aug. 18, according to the Aug. 18 minutes. The action in the packet was a motion for denial, so approving the consent agenda enacted it.
The request came from a business with state pre-approval from the Office of Cannabis Management for a cannabis microbusiness license with a retail endorsement, according to the Aug. 6 Planning Commission staff report. The applicant leased space at 491 Marschall Road and obtained building permits in fall 2025 to turn it into a cannabis retail store. Based on discussions with the applicant, staff wrote, the business was having difficulty obtaining enough product for retail sales, and it asked for three ordinance amendments so it could cultivate indoors and manufacture cannabis products at its leased location.
The city’s cannabis rules date to Dec. 17, 2024, when the council adopted definitions and use classifications by zoning district. Planning staff recommended denial of the changes to the definition of cannabis cultivator and to the B-1 use table.
