Closures and detours

• CH 21 at Pike Lake Rd and Southbridge Pkwy (Shakopee): the county’s Sept. 11 update said Pike Lake Road would close at CH 21 starting Wednesday, Sept. 16, and Southbridge Pkwy starting Thursday, Sept. 24. Its July 30 update said drivers would not be able to turn left from CH 21 onto either road during construction, and could only turn right onto CH 21 from them.
• County Highway 9 (Quaker Ave) in Jordan: the county’s May 27 road alert said it would be closed through fall 2027 between Highway 169 and 190th St/Valley View Dr.

Prior Lake

The Prior Lake City Council voted 5-0 on Tuesday, July 28, to award the sale of $4,670,000 in general obligation bonds, Series 2026A, to Raymond James & Associates. The staff report says the money pays for the Northwood Road Phases I and II and Green Heights area street projects plus facilities work, with special assessments helping repay the street portions. Written before the bids came in, for a $5,045,000 issue, the report’s initial projection was an average annual net levy of about $610,000 for all portions of the bonds.

The same night, in its 5-0 consent agenda vote, the council extended its engineering work order with WSB for the Lords Street bridge rehabilitation (city project 2024-02) to Dec. 31, 2028, and raised it from $146,770 to $154,461.50. The staff report says the project was delayed while the city pursued MnDOT bridge funding, and that the city expects $278,700 in state bridge funds.

On Wednesday, Aug. 12, the council held a public hearing on its 2027-2031 capital plans, heard no comments, and voted 5-0 to adopt the Capital Improvement Program and a street reconstruction plan with street reconstruction bonds. The city’s pavement management plan uses an average annual cost of $11.2 million for streets over its 10-year planning period.

Savage

On Tuesday, Sept. 8, the Savage City Council approved on its consent agenda a resolution declaring costs to be assessed for the 2026 Street Improvement Project, ordering the preparation of assessments and setting a public hearing on the proposed assessment. The city’s project page says the project affects about 1.83 miles of roadway: Alabama, Colorado, Brunswick and Zarthan avenues; 139th, 140th and 141st streets; Yosemite Avenue, Court and Circle; and Preserve Trail, Alcove, Circle and Place.

The same consent vote called a public hearing on municipal consent for the Highway 13 River, Rail and Road Initiative project. Staff said the hearing would be Monday, Oct. 5, that the city planned a general notice with no mailings, and that staff would look at the cost of mailing nearby residents and businesses.

Shakopee

Scott County’s updates set the CH 16 project between CH 18 and Hwy 13 to open in two stages: the Aug. 7 update expected the eastern segment, Foxberry Road to Hwy 13, to open that evening, and the Sept. 4 update said the west end would open once that day’s striping paint dried.

The city’s Downtown Lighting and ADA Improvement Project continues this year on Sommerville Street between First and Third Avenues and the south sides of First and Second Avenues between Lewis and Sommerville Streets. Lewis Street between First and Third Avenues and the south side of First Avenue between Holmes and Lewis Streets are set for 2027.

On Tuesday, Aug. 18, the council approved on its consent agenda, 4-0, no-parking zones along Disc Drive and Secretariat Drive south of 12th Avenue. The staff report says cars parked up to and into the intersections during amphitheater events and blocked drivers’ views.

On Tuesday, Sept. 1, the council approved on its consent agenda, 5-0, a proposal of up to $61,480 from Alliant Engineering to survey 10th Avenue between Harrison Street and Marschall Road. The adopted 2026-2030 capital plan schedules full-depth reconstruction of that stretch in 2028 and 2029.

County roads

The CH 23 and CH 68 roundabout in Spring Lake Township opened to traffic on Thursday, July 23, ending an intersection closure that began Monday, May 4.

At CH 16 and Dean Lakes Trail/Kinlock Way in Shakopee, the county’s June 3 update said CH 16 would stay open during construction of the new traffic signal, with temporary lane closures. Its July 23 update said the signal was anticipated to be activated in late September, weather permitting, and its Aug. 31 update said signal pole and cabinet installation was expected that week.

At CH 21 and Southbridge Pkwy/Pike Lake Rd in Shakopee, the county is converting the full-access intersection to a 3/4 intersection, and its Sept. 11 update says construction should be substantially complete this year.
