Prior Lake property taxes 2027: every levy, in one place
This page follows seven of the public bodies setting 2027 property tax levies for Prior Lake, Savage and Shakopee: the three cities, Scott County, Prior Lake-Savage Area Schools, Shakopee Public Schools and the Prior Lake-Spring Lake Watershed District. Each section gives what the posted record states, which can include the proposed levy, the change from 2026, the per-home impact and the date of the final vote.
How to read this
Each body sets a preliminary levy in August or September. For Prior Lake, Savage, Shakopee, Scott County and the watershed district, that number is a ceiling: the final levy, adopted in December, can stay the same or go down, but it cannot go up. The Prior Lake-Savage Area Schools agenda says its final levy can also take in state adjustments and referendum results. Proposed tax notices for each property are mailed in November. Your own bill also depends on your home’s value change and every other levy where you live, so one body’s percentage increase is not the change in your bill.
Prior Lake
The Prior Lake City Council put a preliminary 2027 city levy of $22.63 million, an increase of $1,290,646, or 6.05%, over 2026, on its Tuesday, Sept. 8 agenda. The staff report estimated the city portion of taxes on a median-valued home of $461,700 would go up $70: $15 for public safety and $55 for city operations and services.
The proposed levy included $416,000 for three new positions: two police officers and an administrative assistant. The final budget and levy come to the council at 7 pm on Tuesday, Dec. 8, with Tuesday, Dec. 22 set as a continuation date if needed.

Savage
The Savage City Council’s Monday, Sept. 14 work session packet projected the preliminary 2027 city levy at $28.6 million, up $1,919,000, or 7.19%, over 2026. A staff memo in it also gave a second option that would cut the increase to about 5.56% by lowering the debt service levy another $435,000. At 7.19%, city taxes on a $426,100 home would rise $83 a year. The memo said the preliminary maximum levy was scheduled for adoption Monday, Sept. 21, and the packet lists final budget and levy adoption for Monday, Dec. 21.

Shakopee
The Shakopee City Council put a maximum 2027 city levy of $30.15 million, an increase of $1,933,840, or 6.85%, over 2026, on its Tuesday, Sept. 15 agenda (item 9.a). The draft the council reviewed Aug. 18 was an 8.65% increase. The fire department accounted for $975,530 of the increase, a levy impact of 3.46%. The packet shows the Shakopee Economic Development Authority’s separate levy unchanged at $550,000.
The packet says the median home value rose 3.9%, from $361,300 to $375,300, and that owner would pay $52 more a year in city property taxes. A public meeting on the levy and budget is at 7 pm on Tuesday, Dec. 1, at City Hall, 485 Gorman Street. The final levy vote is expected Tuesday, Dec. 15.

Garbage and recycling rates are set in the city’s hauler contract, not in the levy. The proposed extension rates from Dick’s Sanitation on the Aug. 4 agenda (item 10.a) put a 65-gallon cart at $64.20 a quarter in 2026 and $64.67 in 2027, rising each year to $73.98 in 2031.

Scott County
The Scott County Board put a maximum 2027 levy of $112.21 million, less $7,957,665 in certified property tax aids, for a net levy of $104.25 million, on its Tuesday, Sept. 15 agenda (item 9.1). The board action request said the preliminary levy was $7,570,070 more than the 2026 levy, or $82.91 a year ($6.91 a month) for the average residential property.

Prior Lake-Savage Area Schools (ISD 719)
The Prior Lake-Savage Area Schools board agenda for Monday, Sept. 14 (item 16.A) asked the board to certify the proposed levy for taxes payable in 2027 at the maximum amount. The attached state printout put the district’s maximum levy limitation at $36.24 million, up $580,630, or 1.63%, from $35.66 million for taxes payable in 2026, and was marked as a pre-certification report that will change before final. The Truth in Taxation hearing is at the 6 pm board meeting on Monday, Dec. 14.
The district’s referendum on Tuesday, Nov. 3 asks voters to replace the current operating levy of $623.97 per student with $1,740.97 per student and to approve a capital projects levy of about $3.8 million a year. The district’s referendum page puts the tax impact at about $46 a month on a $525,000 home.

Shakopee Public Schools (ISD 720)
The Shakopee Public Schools finance memo for Monday, Sept. 14 (item 9.4) recommended approving the proposed levy for taxes payable in 2027 at the maximum amount. It recommended deferring the specific amounts to the Truth in Taxation presentation on Monday, Dec. 7, which it listed with a recommendation to certify the final levy.

Prior Lake-Spring Lake Watershed District
The watershed district’s Aug. 18 board materials proposed a 2027 levy of $2,274,580, an increase of $118,580, or 5.50%, over the 2026 levy of $2,156,000, and a 2027 budget of $4,765,900. The staff report put the 2027 tax rate at 2.889%, up from 2.844%. The Aug. 18 agenda included a public hearing and a vote on Resolution 26-419.

Vote dates
The Scott County Board and the Shakopee City Council had maximum levies on their Tuesday, Sept. 15 agendas, Savage’s preliminary maximum levy was scheduled for Monday, Sept. 21, and the Prior Lake-Savage Area Schools referendum is Tuesday, Nov. 3. Final votes and hearings:
- Monday, Dec. 7: Shakopee Public Schools, Truth in Taxation meeting and final levy recommendation.
- Tuesday, Dec. 8, 7 pm: Prior Lake City Council, final budget and levy, with Tuesday, Dec. 22 as a continuation date if needed.
- Monday, Dec. 14, 6 pm: Prior Lake-Savage Area Schools, Truth in Taxation hearing.
- Tuesday, Dec. 15: Shakopee City Council, final levy, after a public meeting Tuesday, Dec. 1, at 7 pm.

Shakopee extends trash and recycling contract with Dick’s Sanitation to 2031
The council voted 4-1 on Aug. 4. The 65-gallon cart, trash plus recycling, is $64.20 a quarter in 2026, and the proposed rates rise each year to 2031.
